Today, Tijuana Flats has more than 100 locations in 6 states and has 3,000 full time employees. He borrowed $20,000 from his parents and opened the first location in Winter Park, Florida. Wheeler was just out of college, however, and had no funds. Wheeler loved Tex-Mex cuisine and wanted to start his own restaurant.
